Objective
The purpose of the concerted Action NUMALEG is to get acquainted with the existing and proposed legislations on nutrient management in the different EU countries, to identify the strong and weak points of the various programmes by comparison of these legislations and to identify knowledge gaps of nutrient behaviour in the soil-plant ecosystem. The ultimate aim is to come up with proposals, where possible and where likely to be effective, for more harmonisation in nutrient management legislation between the EU countries. The action will be restricted to nitrogen and phosphorus management, since these are mostly involved in nutrient management legislations in the EU countries. To reach these goals, there is a need for collection of data and for exchange of knowledge to understand the backgrounds of the various legislations. As a necessity to give value to the outcome of the Concerted Action, a book will be published with a complete overview of the current and proposed legislations on nutrient management in all EU countries. Further a report will be written with discussions on the current and proposed legislation and with proposals for harmonisation of this legislation and identification of knowledge gaps. At the end of the Concerted Action NUMALEG, a meeting will be held between the participants and the representatives of authorities of the different countries to explore how the results of the Concerted Action can be distributed and how harmonisation can be implemented. The proposal outlined is consistent with the objectives of sub-area 4.2.1 'Agriculture-Environment Interactions' of the falr-Programme 1994-1998
