Objective Builders and organisations associated with building design and equipment throughout Europe has held the view for some time that improved building systems are urgently needed to meet the growing housing demand. The main objectives of any new system must be to reduce cost, building time, skill requirements, and raw material use and energy consumption both during construction and as an operational building. The situation was brought into focus by a communication issued by the European Commission in November 1997 stating that for many years the building industry had not kept up with advances in other sectors, but recognising that this unsatisfactory situation could be the basis of an engine for growth. This project, which had its inception before the Commission Statement was made, aims to produce new technology, which will provide the basis for a range of new building units for easy frameless erection.By involving Civil Engineering Departments specialised in building studies from different parts of Europe to carry out the RTD activities, consideration will be given not only to the best technical solutions but also to meeting regulations and approval requirements. The project seeks to develop fire resistant polyurethane foam filled building panels suitable for the construction of domestic and commercial structures up to 5 floors in height. The panels will be self-supporting without the need for a framework and will retain their structural integrity in fire conditions. It is anticipated that the prototype panels developed will be suitable for certification by appropriate accreditation bodies. The project partners area representative group of builders and potential component suppliers who are all enthusiastic to use the successful outcome of the project because of the competitive advantage it will bring to their businesses. They also share concern for the current difficult situation within the building industry and believe very confidently that this proposal gives one of the best possible solutions to a lack of innovation.
