Objetivo The primary objective of the project is to examine how institutional arrangements can be designed for the development and implementation of cooperative solutions to transboundary environmental problems. The study seeks to link decision structures and processes at the national and international levels in order to identify those factors that facilitate and/or inhibit effective cooperation among nations with respect to environmental problems. The project assumes that an understanding of both the emergence and results of international cooperation requires an examination of the domestic policy processes, institutional structures and social values through which the national positions taken during international negotiations are arrived at and the resulting international agreements are carried out. The project conceptualizes the policy making process pertaining to international environmental cooperation as a sequence of three interrelated phases of decision-making: i) the formulation of national preferences and negotiation positions on the issue at hand; ii) the translation of these national positions into the international agreement for collective action; iii) the implementation of these agreements at the national level. From the perspective of this model and the common set of explanatory variables derived from it, the emergence and development of the international regime for dealing with the problem of acidification are examined. Case studies (Finland, Germany, Italy, The Netherlands, Norway, Spain, Switzerland, United Kingdom) analyze the processes of national decision making that led to the decision to participate in the 'acidification regime', the positions taken during the negotiations, and the way in which the resulting international agreement are implemented in the different countries. The impact of post-agreement implementation on the further development of national preferences and positions are also examined. Likewise, the way in which changes in the agreement are incorporated into the national implementation process is analyzed.
