The creation of new occupational patterns for cultural minorities: the gypsy case

Objective

In addition to their own cultural idiosyncrasy, Gypsies have developed throughout history a series of experientially acquired abilities and skills that match most of those required for the occupational patterns favoured by today's information society. Although their traditional jobs have varied from country to country, European Gypsies share a series of abilities regarding group work, communication, adaptability to changing working conditions and tasks, etc., that would be highly valuable in our present-day context. However, contrary to what should be expected, their unemployment and underemployment figures are not going down. This, we argue, is due to a series of institutional and social barriers that lie in the way between today's required skills and the abilities Gypsies have to offer, acquired through experiential learning. In particular, we will explore the way employment and education policies, together with racist attitudes, affect negatively the inclusion of the Gypsy community in the open labour market, and we will provide a series of recommendations on how to overcome such barriers.
