Objective
The current project aims to assess the effectiveness of "standard" small area estimation techniques in the statistical systems of a representative group of six European countries - and enhance these techniques in four major ways, which reflect the requirements, and strengths, of European statistical systems.
The enhancements themselves will be tested on data relating to unemployment status, income, and household composition - and refined where necessary.
The applications will be programmed in the computer languages used by the statistical offices themselves (or using macros which those languages can call), and the program text accompanied by full explanatory documentation will be made available as one of the project outputs.
Objectives:
The current project aims to Develop estimators which enhance the "standard" techniques of small area estimation (synthetic estimators, GREGs, composite estimators) four major ways:
- by borrowing strength over time
- by borrowing strength over space (e.g. taking account of spatial autocorrelation and allowing for the modifiable area unit problem)
- by developing sample design criteria that are optimal for small area estimation
- provide improved estimates of cross-classifications (using a modified version of the SPREE approach.
Assess the effectiveness of the standard estimators and the enhanced techniques using data on unemployment, income and household composition from a representative group of six European countries. Provide software implementations that fit the computing environment of European statistical offices.
Work description:
The work will involve:
- initial literature reviews;
- theoretical work on the definition and properties of the enhanced methods;
- writing software to implement the techniques;
- preparing data-bases for simulation studies (this will involve extensive manipulation of data sets derived from the Labour Force Survey, administrative registers, and administrative registers);
- carry out the studies and analysing the results (this will be an iterative process, since the results of the first simulations will feed back into improvements to the estimation procedures themselves);
- producing research reports;
- disseminating research findings and software (via a published report, a web site, a final conference, journal articles and conference presentations).
The development and testing of each enhancement will be managed by a team consisting of two statistical offices and one or more academic institutes, led by an academic. These teams will also compare the performance of the enhanced estimators with the standard estimators.
Project coordination will be handled by ONS's small area estimation unit. The work will be quality assured by a committee of three international experts in small area estimation, which will meet twice yearly.
Milestones:
Milestones for each of the four teams are:
- Completion of the literature review;
- Theoretical specification of new estimators, assembly of datasets;
- Preparation of first version of enhanced software;
- Preparation of final version of enhanced software;
- Preparation of draft research report;
- Acceptance of research report by quality assurance panel.
Overall milestones for the project are:
- Making the first version of the website available;
- Production of the final report;
- Making the report and software available on the website;
- Holding the project conference.
