Objectif Neither governments nor citizens have an explicit basis for comparing or for making choices about where to go for their health care. Simultaneously a multitude of quality strategies is applied in European to assess, assure and improve quality of care. Objectives 1. To identify, compare and assess the formal adoption by EU member states of different quality strategies at a national level (incl. accreditation, certification, peer review, clinical guidelines, performance indicators, patient surveys etc) 2. To identify and synthesise the quality requirements for cross-border patients as expressed by European regulation, jurisprudence, guidance, research and other as insurance contracts and patients' needs 3. To describe in a sample of states how hospitals have applied national quality strategies, meet requirements of cross-border patients, variables of organisation and methodology associated. 4. To use these data to draw conclusions about the association of various national quality strategies, compliance with defined requirements, the need for developing formal quality procedures at EU level Design Policy analysis of existing quality strategies Document analysis and stakeholder consultation to identify quality requirements for cross bordercare Survey amongst a representative sample of hospitals in 7 countries: to assess the use of quality strategies, compliance with quality requirements, explore the relation between them as well as the identification of variables of organization and methodology. In depth audit in a purposeful sample of hospitals to get insight in the mechanisms explaining the relation between the use of quality strategies and the compliance with quality requirements.
