Objective
The SISTER project will promote the integration of satellite and terrestrial communications with GALILEO to enable mass- market take-up by road transport applications.Many studies and demonstration projects have investigated applications, which use GALILEO-like positioning services for road applications. These Intelligent Transport Systems and Services (ITS) include road pricing, traffic information, emergency position reporting, driver navigation assistance, ADAS and tracking of dangerous goods. The majority of these require one or two way communication to function effectively, or indeed at all. Technical demonstrations have been made using terrestrial communications services, but in many instances these are uneconomic. Additionally, lack of communications coverage, particularly in less developed regions, peripheral and rural areas will constrain the effectiveness of many applications. In particular advanced real time kinematics applications will rely on continuous communications, which can only be achieved by the integration of a range of communications technologies. Satellite communications systems have the ability to provide part of an overall communications solution. The project will cover three streams: An analytical stream will provide a comprehensive assessment of the full range of GALILEO applications and their communications requirements from both technical and business operations perspectives. Requirements for satellite communications services or new satellite systems will be developed. A practical stream will produce a prototype integrated satellite / terrestrial / GALILEO transceiver and will perform demonstrations of applications to prove and measure the effectiveness of satellite communications, building upon previous research and development projects. A standardisation stream will work to add a satellite component to the ISO?s CALM (Continuous Air Interface for Long and Medium Distance) standard and other relevant standards
