Scenarios for a co-ordinated approach to sustainable S/T co-operation with the Eastern Neighbours of the EU (SCOPE-EAST)

Objective

SCOPE-EAST intends to take sustainable steps in view of an enhanced coordination of the R Amp D co-operation of interested EU-Member States and Associated Candidate States with Russia and Eastern Europe. SCOPE-EAST will address the question of how to achieve optimum coherence between national cooperation strategies and the EU R Amp D cooperation strategy and of how cooperation in R Amp D can contribute to other policies of the EU such as the European Neighbourhood policy. Target countries of SCOPE-EAST are in the first step Russia and Ukraine.

The proposal aims at identifying strategic research areas of mutual interest in which an enhanced coordination between the Member States, Associated Candidate States, Russia and the Ukraine is beneficial and which provides an added value. SCOPE-EAST will establish a sustainable communication and coordination platform to facilitate the continuous dialogue on key issues of R Amp D cooperation policy and the development of future joint activities. SCOPE-EAST aims at fostering participation of Russia and the Eastern European countries in ongoing thematic ERA-NETs and at enhancing their participation in the thematic priorities of FP 7. A conference - divided into several thematic workshops and a policy maker forum will be organised.

The conference will allow the in-depth-discussion of joint cooperation potential within scientific priorities and of key policy issues. This will include scenarios and instruments, in order to establish R Amp D cooperation with the target countries as a major pillar of the European Neighbourhood Policy and other EU policies. Contributions to foster the coherence between national and EU R Amp D cooperation strategies will be provided.
