Smart Mature Resilience

Periodic Reporting for period 2 - SMR (Smart Mature Resilience)

The overall objective of the SMR project has been to develop, test and validate a European Resilience Management Guideline through three pilot projects. The Guideline , and the five tools that compose it, have been co-created during the project This co- creation process, were academics developing the tools and end users from the cities have intensively cooperated has been one of the key reasons for the success of the project. The pilot projects have been conducted in the cities of Glasgow, Kristiansand and Donostia - San Sebastian. In addition, the project has fostered a network of experts and public authorities who work in the context of city resilience in order to be able to act as mutually supporting functional units of a growing and fortified European Resilience Backbone. SMR project has also conducted standardization activities, where additional cities, which were not part of the consortium, and representatives from other simultaneous research projects have taken part. SMR has also participated in activities oriented to integrate and coordinate its results with other DRS7 research projects. Finally, has implemented a significant amount of dissemination events, where project results have been presented.
During the last three years that this project last the 11 objectives proposed in the proposal have been achieved. Apart from those objectives, an additional pilot implementation and final test on the European Resilience Management Guideline (ERMG) was conducted with Tier 3 cities. The ERMG is a co-created framework that directs available resources towards defined goals, while securing transparency and the democratic principles of decision-making for city resilience development and planning. The guideline includes a holistic approach on city resilience development, and refers to the five tools developed in the project. Dissemination and exploitation of results was undertaken through promotion, networking, presentations and exhibitions to an audience of cities, local governments and public sector practitioners. Moreover, standardization activities were conducted as a reference for upcoming standards.
Activities carried out during the last year of the project have allowed to progress towards the expected impact:
• The development of European Resilience Management Guideline and demonstration through pilot implementation
• The implementation pilot processes have allowed a strong cooperation among the relevant stakeholders involved in City Resilience development.
• The project has also created a network of cities committed to cooperate in order to improve their own resilience.
• The project has developed tools and standards that provide value to operationalize resilience.
