Tools for Innovative Publishing in Science

The TIPS project has delivered on its initial objectives with the design, development and production of the torii platform. A variety of software tools and features have been introduced, all of which provide real benefits to the user community. We now see the introduction of the third layer on top of distributed archives and services: the integration of multiple archive sources and services and the addition of new tools - in this case Quality Control Tools that introduce the concept of open online peer review. When the TIPS project was proposed in 1999 organisations were still striving to establish realistic and sustainable business models for generating revenues from their e-journal and archive services (essentially the first two layers). Some three years later organisations are still grappling with this problem. The introduction and development of the third layer, as demonstrated in this project, opens up a new possibility where membership becomes valuable and hopefully enough so as to provide the financial means to support the platform. A dual approach is clearly identified as the optimum option for the short-term future of the torii platform. With its aims and objectives closely matched to those of non-commercial organisations such as LIBER, SPARC Europe and the ARL, it is envisaged that support will come from these key players. Contributions from these organisations will be supplemented by individual academic institutions interested in emerging initiatives of this "open" nature. Additional funding will be sought from existing TIPS consortium partners - primarily SISSA, CERN and IoPP - that each one of them is quite likely to provide the necessary sums to enable ongoing R&D.
