The European Commission has adopted a proposal for the participation of Lithuania in Community programmes in the fields of training, education and youth and a proposal for Bulgarian participation in the Youth for Europe programme. These proposals need to be adopted by the Council, before a final decision can be taken by the Association Councils, bringing together the Council with the government of the respective country. Under the proposals, Lithuanian entities could participate in the LEONARDO DA VINCI, Youth For Europe and SOCRATES programmes for their duration. Similarly Bulgarian entities could participate in the Youth for Europe programme. The proposals lay down the terms and conditions for participation, the level of financial contributions from Lithuania and Bulgaria to the programmes' budgets, and specific and quantified objectives of participation. The aim of opening up these programme to Central and Eastern European countries includes bringing similar benefits to those enjoyed by EU Member States to these countries, and ensuring that they are familiar with EU policies and working methods, in view of their future accession.
