The European Commission has adopted a proposal to allow the participation of Estonia in EU programmes in the fields of education, training and youth. Under the proposal, Estonian entities could participate in the LEONARDO DA VINCI, SOCRATES and Youth for Europe programmes. The proposal lays down the terms and conditions, and specific objectives for Estonian participation in these programmes. The annual financial contribution from Estonia to the programmes' budgets would be ECU 850,000 for LEONARDO DA VINCI, ECU 626,000 for SOCRATES, and ECU 267,000 for Youth for Europe. The figures for 1998 would however be lower than this, as Estonia would not participate in all the activities of the programmes concerned. The opening of these programmes to Central and Eastern European countries ensures familiarity with EU policies and working methods, in view of their future accession, as well as conferring the benefits of participation in these programmes.
