The European Commission, DG XIII, has published an invitation to tender for a study on the level of support and possible added value of a European regulatory authority for telecommunications. The objective of the study is to provide the Commission with input which will allow it to assess the level of support for a European regulatory authority for telecommunications as well as the possible added value of such an authority, as part of the Commission's 1999 Telecommunications Review. The study should involve a broad survey of industry players, user representatives, consumer organisations, existing regulatory bodies and relevant international organisations. In the light of that survey, it should identify and, if appropriate, make recommendations identifying: - Areas, if any, where further regulatory action is required at a European level; - The framework within which the objectives or action identified can best be achieved (e.g. ITU/CEPT/a new regulatory body/EC institutions); - The need, if any, to streamline current structures within the European Union. The study should address the issues raised taking into account the potential impact of convergence of telecoms, media and IT industries. It should also attempt to assess the costs which might be associated with any future structures and ensure that its recommendations are consistent with the legal framework provided by the Community Treaty.
