A detailed study is required by the European Commission to show how the Internet is evolving within Europe and the types of bottlenecks which are inhibiting developments. This study should examine Internet development in regions across the EU, assess the development of new services and assess why the situation is moving faster in some places than in others. The study, which should be completed within six months, should also assess the implications for all economic aspects of regulatory policy.
