The Commission of the European Communities calls for tenders for the provision of external technical expertise, under the direct guidance and responsibility of the Commission, for the setting up of a relay centre network in the Member States under the centralized action for dissemination and exploitation of knowledge resulting from the specific programmes of research and technological development (VALUE II). The purpose of the invitation to tender is to draw up a contract with one or several external organizations which should provide external staff with the following qualifications: - Expert/Consultant, with university degree plus at least 5 years of professional experience as technical or management consultant in industry or in the dissemination/exploitation of research results; - Application Programmer, with basic studies in computer science and 5 years experience in electronic mail, database management and/or computer applications; - Assistant, with good knowledge of multilingual secretarial duties. In the first stage, three experts/consultants, one application programmer and one assistant are needed. This team may be expanded at a later date to a maximum of eight persons. The relay centres are intended to undertake, inter alia, the following activities: The dissemination of information on Community programmes and calls for proposals; identification of opportunities for participation in Community RTD programmes, and general guidance to candidates in the preparation of proposals; facilitation of the interpretation and dissemination of Community programme results for target audiences and local firms; promotion of the exploitation of research results with potentially interested enterprises; assistance to organizations which have produced results in the identification of exploitation opportunities at a European level and market research possibilities; provision of information about specialized agencies dealing with intellectual property and legal protection of results; provision of information on possibilities for financial support.
