In the framework of the 1998 general budget for the European Union (Budget Line B5-331), the need to explore new perspectives and to stimulate new initiatives in the creation of the Information Society is underlined. The European Commission, DG III, has published an invitation to tender in this context, for the provision of a 3D virtual presence of the European Institutions, which should also contribute to the continuous effort to bring the European Institutions closer to European citizens using Information Society tools.

The aim of the present study is to develop a multimedia and multilingual application, based on ITC industrial standards, with stable interface, facilitating its extension to other levels of European governments and public bodies or its interconnection with their existing applications based on the same tools.
