In order to assess the economic implications of diverting PVC waste away from incineration, the European Commission, DG XI, has published an invitation to tender for a study. The study will include a cost-effective analysis of diverting different sources or types of PVC waste from incineration, as well as an assessment of the costs and benefits of three different targets concerning the quantities of PVC waste to be diverted. The study would also address issues of distribution (who bears the cost), competitiveness, trade, employment and SMEs, in relation to meeting the proposed targets. The results of the study are intended to contribute to the preparation of an EU strategy for the management of PVC waste. The study should be completed within seven months.
