In the context of the THERMIE programme (European technologies for energy management) a contract was signed on 23 September 1992 for the ECU 15 million Community part-financing of a project aiming to reduce CO2 emissions by 20% in the production of electricity from coal. The project involves the design, construction and demonstration of an electricity production installation for the gasification of coal by the IGCC method (Integrated Gasification Combined Cycle), currently regarded as the most promising technology for the future production of electricity from coal. In comparison with traditional coal-fired power stations the technique permits drastic reductions in polluting discharges of sulphur dioxide, nitrogen oxides and carbon dioxide. This first Community collaboration in thermoelectric production is to be implemented at a site in Spain by ELCOGAS, a company created for this purpose by four Spanish electricity companies together with the Portuguese and French electricity companies.
