An information pack containing application forms and all other necessary information for the funding of environmental projects in third countries is now available from the European Commission, DG XI. The projects will be funded within LIFE, the financial instrument which supports EU environmental policy and legislation, and is divided into three main areas of activity: environment, nature and third countries. The information pack relates to the submission of proposals under the LIFE-Third Countries sector which specifically co-finances environmental projects in eligible third countries bordering on the Mediterranean and Baltic Sea. The countries eligible this year for the submission of proposals under LIFE-Third Countries are Albania, Algeria, Bosnia-Herzegovina, Cyprus, Egypt, Israel, Jordan, Lebanon, Malta, Morocco, Syria, Tunisia, Turkey, the West Bank and Gaza, and the Baltic shoreline of Russia. Proposed projects must conform to one of three areas of activity covered by LIFE: - Technical assistance in the establishment of environmental administrative structures needed in the environmental sector, and in the development of environmental policy and action programmes; - Conservation or restoration actions from a nature protection point of view, or which relate to significant habitats or threatened species of flora and fauna; - Demonstration actions to promote sustainable development. Project proposals will be evaluated according to the following criteria: - The presentation of an interest with regard to the EU, and in particular its contribution to implementing regional and international agreements; - The contribution to the realisation of an approach favouring sustainable development on an international, national or regional level; - The provision of solutions to those major environmental problems which are widespread in the region and the relevant sector; - The increase of cooperation on a cross-border, transnational or regional level; - Practicable, with regard to technical feasibility, management and value for money.
