The European Commission, DG XV has recently published an invitation to tender concerning transactions carried out through electronic payment instruments, in particular the relationship between issuer and holder. The objective of the study is to examine the implementation of the various elements of the recommendation adopted by the European Commission regarding electronic payment (Recommendation 97/489/EC). The study will focus on the issuers of electronic payment instruments and the Member States.
