A brochure issued by the Commission of the European Communities, Directorate-General XII (Science, Research and Development) explains the cooperation mechanisms and structure of the programme of European Cooperation in the Field of Scientific and Technical Research (COST). It explains the origins and development of COST and describes its main features: fields of research, legal structure, nature of the commitments of participating states, cooperation structures and funding arrangements. The procedure for initiating research projects (proposed either by COST states or the Commission) is also explained. Annexes include legal texts and draft documentation for proposals to participate in COST.
