The European Council has adopted a Decision concerning the rules for the participation of undertakings, research centres and universities and for the dissemination of research results for implementation of the Fifth Framework Programme (FP5) of research, technological development and demonstration (RTD) activities of the European Community from 1998 to 2002. The Decision was taken on the 22 December 1998. The Decision outlines the interests of the Community, which should be assessed with particular regard to: - The objective of strengthening the international competitiveness of Community industry; - The objective of providing appropriate incentives for maintaining and creating jobs in the Community; - The objective of promoting sustainable development and improving the quality of life in the Community; - The needs of other Community policies in support of which the RTD actions are carried out; - The existence of scientific and technical cooperation agreements between the Community and third countries or international organisations. Chapter 2 of the legislation lays down the rules for participation of undertakings, research centres and universities. These rules should apply to the participation of legal entities and international organisations and of the Joint Research Centre (JRC) in direct RTD actions. This chapter outlines the conditions for: - The number of participants in indirect RTD actions; - Legal entities from the Member States and Associated States; - Legal entities from third countries and for international organisations; - The Joint Research Centre; Chapter three of the Decision explains the rules for dissemination and use of research results, such as ownership, protection and use of knowledge and dissemination of knowledge.
