Turkey should take part in the Socrates and Youth programmes of the European Union, decided the Committee on Culture, Youth, Education and the Media of the European Parliament at a meeting on 26 January 1999, when it adopted a report by Renate Heinisch (EPP, D). MEP Heinisch's report called for Turkey to be included at an early date not only in the programmes but also in any preparatory or publicity measures for the current programmes as well as for the 2000-2004 Framework Programme. It also stated that the aim of the programmes is to enable exchanges to take place between young people and staff on both sides. Next week's Session of the Parliament is likely to give this item a first reading under the Codecision procedure.
