An amended proposal for a Council Directive on the protection of individuals with regard to the processing of personal data and on the free movement of such data (COM(92) 422 of 16.10.1992) published in the Official Journal of the European Communities, sets out the text of the amended proposal in parallel with that of the original proposal. Essentially, the amendments incorporate two changes requested by the European Parliament at its reading of 11 March 1992: The formal distinction between rules applying to the public and private sectors has been removed, while provisions for codes of conduct and for the procedure for notification of the supervisory authority have been extended. Three further amendments have been made in response to the Parliament's concerns on guaranteeing and reconciling the rights and freedoms involved in data processing so as to ensure the free movement of data.
