To assist the Commission in drawing up practical guidelines to facilitate the implementation of Article 8 of Directive 82/501/EEC, which requires Member States to actively inform the public of safety measures and the behaviour to adopt in the event of a major industrial accident, a study has been prepared concerning the evaluation of public information on major industrial accident hazards. The study empirically assesses the practical effectiveness of public communications. It also seeks to design an experimental protocol as a possible standard for field evaluation of communication effectiveness. A set of principles is proposed for the design of practical communications guidelines for the fulfilment of the Article 8 obligation and to serve as a European code of good practice.
