Parliamentary Agenda of 14-18 December 1992
The Agenda of the European Parliament for the Session of 14-18 December 1992, the last meeting of Parliament before the single market is due to come into effect, includes a number of RTD-related topics: - Statements on Wednesday 16 December by the UK Prime Minister, John Major and Commission President, Jacques Delors on the outcome of the European Council meeting in Edinburgh, 11-12 December 1992. - A discussion of the Council's second reading of the 1993 budget, at which the Council accepted an ECU 4.7 million increase in budget commitments for research and the HDTV programme, rather than the extra ECU 692 million voted by Parliament at its first reading. The reaction of parliament will depend to a great extent on recommendations of the Budget Committee in the light of the Edinburgh Summit and whether or not an agreement is reached on the related issue of future financing which would enable a substantial figure for the Cohesion Fund to be inserted in the 1993 figures. The Parliament's vote on the 1993 draft budget is scheduled for Thursday 17 December. - A vote on the Commission's proposal to allow early retirement on 70% of full pay of EC officials at the Community's Joint Research Centre, Ispra, in order to support a change in policy direction and the introduction of new blood in response to earlier requests from both the Court of Auditors and the European Parliament (Parliamentary Resolution of 13.11.1991. See also Council Resolution of 29.4.1992 and ESC opinion of 18.12.1991). - A report from the External Economic Relations Committee on the conclusion of a five year cooperation agreement with Mongolia. The agreement aims to encourage trade and closer cooperation in areas including energy, science and technology, and the environment (COM(92) 50 of 21.2.1992).
