Commission calls for experts on science and technology policy issues
The European Commission, DG XII, is looking for experts to participate in experts groups to support the development of scientific and technology policies in Europe. Applicants with appropriate experience and qualifications will be included on a list which will be used to constitute expert groups to consider specific science and technology policy issues. Such groups would be set up under the "Improving the human research potential and the socio-economic knowledge base" programme, and in particular its action line 1.C - "Support for the development of scientific and technology policies in Europe". In view, however, of the coordinating role of the above-mentioned action line, the list of experts drawn up following this call will also be open to the other specific programmes of the Fifth Framework Programme for addressing specific science and technology policy issues of relevance to their activities, as well as to the European Research Forum (established by the Commission on 23 October 1998). The applicants selected by the Commission for possible inclusion in expert groups will be required to make best use of knowledge available within the European Union and elsewhere, and to develop strategic reports and syntheses on specific defined topics, elucidating the principal issues and options for science and technology policy from a European perspective. Applicants must provide evidence of appropriate competence in areas related to the support of science and technology policies in Europe. They must have a high level of professional experience in the public or private sector in one or more of the following areas or activities: - Research in the field of studies of science, technology and innovation management, strategy and policy; - Design, implementation, management, or evaluation or research, technological development, or innovation strategies or programmes; - Technology assessment and foresight activities; - Design, implementation or evaluation or science, technology and innovation policy, and their interaction with other policy areas. Nationals of a Member State, a state associated with the Framework Programme or a state with which the EU has concluded a cooperation agreement in the field of science and technology are eligible to apply. Nationals of other states may also apply but will only be called according to the needs of each specific programme of the Fifth Framework Programme. Former members of the European Technology Assessment Network (ETAN), who wish to be considered for the list of experts, are required to submit a new application. However those who applied to participate in the European Research Forum need not reapply.
