An Opinion of the Economic and Social Committee, meeting at its 301st plenary session of 24.11.1992 on the Commission's proposal for a Council Directive on the legal protection of databases (COM(92) 24 of 15.4.1992) points out firstly that the proposal seeks to protect electronic databases through the medium partly of the law of copyright and partly through a specific new right to prevent "unfair extraction" from a database. Although the Committee advocates a number of changes in the Directive, it nevertheless welcomes the Commission's initiative on this subject, principally in order to ensure that the Community has a strong database industry able to compete against those in third countries.
