The Commission of the European Communities invites tenders for the development (in one lot) of software for the remote-sensing-assisted monitoring of cultivated areas covered by aid schemes. The aim is to develop a high-performance software package incorporating all the functions required to process aid applications submitted annually by farmers, to extract from them a sample to be checked, and to photo-interpret and analyse the results. This software, which may or may not be based on other software packages that already exist, must be portable and at the disposition of the Commission, those Member States who wish to use it, or specialized contractors responsible for carrying out the checks. The Commission will be the owner of the software. Interested organizations must be capable of development of such software to the manufacturing stage and have a sound knowledge of "state of the art" information technology and remote-sensing techniques.
