Survey on Public Perceptions of Privacy and Security to be conducted in the EU27
In June and July 2013, around 27,000 European citizens* will be surveyed on their perceptions of the privacy and human rights implications of security technologies. The survey is conducted as part of the PACT project: Public perception of security and privacy: Assessing knowledge, Collecting evidence, Translating research into action (www.projectpact.eu). According to Emilio Mordini, the PACT project coordinator, “As yet, we don’t know the extent to which European citizens feel secure or insecure, which threats they perceive as most threatening, or whether—and to what extent—they are prepared to trade off their privacy for greater security (as policy makers often claim they do). Without this basic knowledge it is almost impossible to develop security policies which are respectful of citizens’ needs. We aim to fill this gap.” The PACT survey will cover the EU27 Member States and will be conducted both online and through face-to-face interviews. The survey questionnaire includes attitudinal and life-style indicators, as well as three real-life scenarios (focused on internet-based surveillance, security measures in public transportation, and health records data mining and profiling) in which security technologies might affect privacy and fundamental rights. The data collection phase will be carried out by IPSOS, while the survey questionnaire has been designed by RAND Europe. The survey questionnaire employs the Stated Preference Discrete Choice Experiment (SPDCE) methodology. RAND and IPSOS (both PACT project partners) have vast experience in designing, conducting and analysing complex and large-scale international surveys. The project consortium also includes academia, public and private research centres, medium and large enterprises, and end-users. The partners come from seven EU member states (Belgium, Spain, Ireland, Greece, Italy, United Kingdom, France) and two associated countries (Norway, Israel).
