The European Environment Agency (EEA) has issued an invitation to tender for an evaluation of its performance and efficiency in 1999 to 2000. The evaluation will cover the European environment information and observation network (Eionet), including European topic centres (ETCs), and has to analyse how successful the EEA has been in achieving its objectives. The evaluation will be used by the EEA's major stakeholders, represented by the management board, the Council, European Parliament and the European Commission, as well as the EEA's own management team. The evaluation should also support important decisions in the EEA's development strategy, including increasing demands on environmental information to support integration of environmental policies, the evolving role as provider of pan-European environmental information, and the increasing number of potential member countries in the enlargement process. Management, organisational and administrative activities will also be covered. The EEA would like this work completed in two phases.
