A study on climate change in Europe is the subject of an invitation to tender issued by the European Commission DG XI. The successful tenderer will be expected to evaluate the feasibility of different ways that emissions can be monitored at entity or emitting source level for the purposes of the 'Kyoto mechanisms', determining whether monitoring is more feasibly done on a computational basis or by measurement of actual emissions. The study should also determine what adaptations and technical requirements will need to be made to the existing monitoring requirements to provide a sufficient level of accuracy. And finally the study should ascertain whether all six gases and sinks can be measured with sufficient accuracy for the purposes of the mechanisms.
