The European Commission's Task Force for Human Resources, Education, Training and Youth, is launching a tender for an external assessment of PETRA, the Community action programme for the vocational training of young people and their preparation for adult and working life. The assessment aims to determine the overall effect of the programme (exercise I) as well as the results of the transnational measures taken pursuant to Article 3 and the Annex to the PETRA Decision (exercise II) and also assess the organizational and operational aspects of the programme (exercise III). This is the first assessment exercise carried out for the PETRA programme. Its objective is to evaluate the implementation and effect of the programme, the second phase of which was launched in 1992, to enable possible changes to be made to ensure greater effectiveness and increased effect of its measures and activities. Organizations or partnerships of organizations interested in the tender must be able to prove their experience in the field of evaluation of training programmes and their capacity to undertake this evaluation at national and European level, in close association with those responsible for the programme.
