The European Commission has published a call for tenders for evaluation of the PACT programme (pilot actions for combined transport). The current PACT programme will end on 31 December 2001 and a mid-term evaluation is therefore required by 2000, so that the Commission can decide whether, and if so, in what form a new programme will be proposed to the Council and the European Parliament. The evaluation should take into account time and money constraints and the sustainable effectiveness of the intervention under Council Regulation 2196/98 in reaching its objectives in relation to the support provided. The evaluation should therefore cover the relevance, efficiency, effectiveness, utility and sustainability of the supports provided in the programme. The evaluation will focus on two major areas: the evaluation of the implementation and management system for PACT, and preliminary evaluation of the impact of the PACT budget.
