The JRC Annual Report for 1992 is now available. The year has confirmed the role of the JRC in Community RTD, through the Council Resolution adopted on 29 April 1992 on activities to be undertaken by the JRC in the 1992-1994 period, and via the Council Decisions of the same date on the specific research programmes contributing to the objectives of the Third Framework Programme. During 1992, several large installations were inaugurated such as the European Microwave Signature Laboratory (EMSL) which will carry out spectral signature research, notably for research in the field of remote sensing applications. The Reaction Wall Facility (European Laboratory for Structural Assessment -ELSA), testing large and full scale models of structures, has also been inaugurated. In addition, the Advanced Coating Centre at Petten, established in collaboration with the Dutch Energy Research Foundation (ECN), has become operational. According to Mr. Jean-Pierre Contzen, JRC Director-General, the Centre has established its strength in executing projects of a multidisciplinary nature with the aim of meeting the needs of the Community as a whole. In a forward to the report, Commissioner Antonio Ruberti expresses his belief that the JRC's collaboration with all Member States' research centres and laboratories has been strengthened, demonstrating the validity of the contribution which the JRC can make to European scientific integration. Commissioner Ruberti considers that the JRC has a crucial role to play in reinforcing the coordination of national R&D policies and actions within the Community, serving both as a forum and meeting point.
