Study on gas supply options - tender
The Energy and Transport Directorate-General requires an assessment of the internal and external gas supply options for the EU, for which it has issued an invitation to tender. The evaluation will include an indication of the supply costs of new natural gas supply projects to the EU and an investigation of related financial requirements and tools. The need for the study has arisen due to the increasing gas demand of the European Union and declining domestic gas supplies. The EU faces a growing import dependency on gas. Although the internal market for gas is nearing completion, the situation will change upon the enlargement of the EU towards Central and Eastern Europe. Against this background, the study will identify the future gas supply options to the European Union and to what extent the EU will be able to meet its own demands for gas. New imports of natural gas are likely to come from new sources, and the supply costs (production and transportation) should be examined and compared with expected gas prices that will prevail on the European natural gas market. The impact of liberalisation of the EU gas market on the financial instruments and mechanisms to finance new gas supplies will form an important feature of the study. The Commission also requires a comprehensive curve of supply costs as well as a list of infrastructure investments required to enable future gas supplies to the European Union.
