The annual Technical Report is now available from DELTA, the Community programme of research and technology development in telematic systems for flexible and distance learning, Area 4 of the specific programme of RTD in telematic systems in areas of general interest, 1990-1994. Twenty-three ongoing DELTA projects bring together 176 organizations (network operators, satellite providers, ITT industries and a large number of SMEs and research centres) striving to provide advanced technological solutions in flexible and distance learning to a wide range of users, from courseware designers to tutors and learners. Projects range from advanced multimedia systems enabling learners to interact and self-adapt to their own learning pace with guidance and coaching facilities, to telecommunications based systems (satellite and digital terrestrial networks) providing remote access to learning materials and remote tutoring. These systems are the subject of experiment in different contexts and settings, pilot experiments include a variety of technical configurations and user groups, and special attention is devoted to the assessment and evaluation of performance. Other actions involve investigation of user needs, and specification of standard platforms and telematics infrastructures able to convey learning services Europe-wide. The 1993 Report is divided into two sections. The first covers the strategic objectives of the DELTA programme, the objectives and structure of the workprogramme, and DELTA strategic studies. The second part of the Report lists DELTA projects, setting out the objectives, technical approach, output and impact of each project, together with names of the participants and contact details.
