The Commission of the European Communities, Directorate-General for Telecommunications, Information Market and Exploitation of Research (DG XIII) makes an accelerated restricted procedure call for tenders for the provision of services in the context of an envisaged Community action TEN-ISDN (TransEuropean Networks - Integrated Services Digital Networks). It is planned to carry out a preliminary phase during 1993. The objective of the envisaged action is to contribute to the full geographical coverage of Euro-ISDN offerings conforming to harmonized standards. Priorities are: rapid availability of Euro-ISDN offerings to all business users; maximization of Euro-ISDN use; facilitation of access of the peripheral regions. Actions will cover areas including the elimination of bottlenecks in the roll-out of Euro-ISBN, the insurance of end-to-end compatibility of telematic services, and the migration of existing services to Euro-ISDN plus the promotion of terminal availability. The preliminary phase will consist of a number of feasibility studies launched in 1993 (the performance of the studies may be extended into 1994). Studies, described in greater detail in the call, include: - Bottleneck study; - Euro-Label Implementation study; - Analysis of the existing market for file transfer in Europe; - Analysis of the existing market for electronic mail in Europe; - Analysis of the requirements to utilize Euro-ISDN as an access mechanism to databases in the public and private domain; - Analysis of the existing market for ISDN-based videocommunications; - Analysis of the status quo and of plans for introduction of Packet-Mode Bearer Services on ISDN; - LAN interconnection via ISDN; - Euro-ISDN social and societal impact; - Specific ISDN terminal study (low cost, interactive, mass terminal); - Terminal study (market, user requirements, marketing scenarios); - Euro-ISDN verification study. Tenders may be submitted individually or jointly (one applicant being designated as the lead contractor). Information including trade/professional register, balance sheets, educational and professional qualifications, must be included in the request for invitation to tender. Tenderers may apply for one or more studies.
