The European Commission has published prior information of a call for tenders for external monitoring and an assessment of the quality of service and user feedback for on-line services (CORDIS) and for printed publications describing the activities of its programme for the promotion of innovation and encouragement of participation of small and medium sized enterprises (SMEs). These include CORDIS focus, Euroabstracts and Innovation and technology transfer. The service provider should include recommendations for their evolution. For the purpose of objectivity and independence, the evaluator and the evaluee must be clearly distinct. For this reason any organisation will be excluded that has direct and/or indirect legal and/or commercial links or interests (since1/2001) with those companies whose services and products are the object of the monitoring i.e. Intrasoft Int. SA (CORDIS), Ecotec (CORDIS focus) and European Service Network (Euroabstracts, Innovation & Technology transfer). The estimated annual budget is about 500,000 euro.
