A corrigendum to Council Decision 93/136/EEC of 252.1993 establishing a third Community action programme to assist disabled people (HELIOS II, 1993-1996) makes minor alterations to the text of the Annex to the Decision. (Point 3.1 line 1). The rest of the text remains unaltered. The Decision (published in OJ No L 56 of 9.3.1993) establishes HELIOS II to provide equal opportunities for, and the integration of, disabled people. Its objectives are as follows in respect of functional rehabilitation, educational integration, vocational training, employment rehabilitation, economic and social integration and an independent way of life for disabled people: - (a) to continue to develop and improve exchange and information activities with the Member States and non-governmental organizations (NGOs) which can make a useful contribution, and to ensure they are given as wide a distribution as possible; - (b) to promote effective approaches and measures in order to achieve increased effectiveness and better coordination of actions carried out under (c); - (c) to promote the development of a policy at Community level of cooperation with the Member States and the organizations and associations concerned with integration based on the best innovative and effective experience and practice in the Member States involving, where appropriate, voluntary organizations in accordance with national laws and/or practice; - (d) to continue cooperation with European NGOs and NGOs which are regarded as representative in the respective Member States, through national disability councils where they exist, and which have expressed a desire to cooperate at Community level. General measures designed to promote these objectives are described in the body of the Decision. HELIOS II sets out to devise common approaches in a wide variety of fields such as prevention and early assistance, functional rehabilitation, integration into the educational system, training and vocational guidance, employment, new technologies, technical aids and databases, independent living, access to cultural, sport, leisure and tourism activities, family life, the elderly, and social, legal and economic protection. Three interactive themes are to be pursued: - Technical cooperation (particularly at local level); - HANDYNET (the EC computerized information system on disability questions); - Consultation (the establishment of structures). An Annex sets out the specific measures to be undertaken by the programme. Headings include: Activities relating to exchanges and information between Member States; the HANDYNET computerized information and documentation system; cooperation with NGOs; information and awareness raising aimed at public opinion; special themes; programmes and initiatives concerned specifically with disabled people; studies and technical assistance; additional specific actions of information exchange between Member States. HELIOS II is to run for the four-year period 1 January 1993 to 31 December 1994 with an estimated necessary total Community funding of ECU 37 million.
