A Resolution of the Council and of the Representatives of the Member States (3 December 1990) invites the Commission, aided by a group of experts, to draft by the end of 1991 a European code of conduct denouncing the use of drugs in sport. The code, to be publicized at the 1992 Olympics, is to be submitted for joint discussion by medical and sporting circles operating in the Community. The Commission is further invited to propose to the Council measures of Community interest to step up training and education initiatives against the use of drugs in sport, study the most common abuses, advance testing methods and cooperation between laboratories and to undertake research within the Community biomedical research programme into the effects of drug-taking on health.
