Strategy for trans-European networks
The Council, at its 1,686th meeting on 27.9.1993 debated the Commission's strategic programme on the internal market. The discussion was based on two documents: The Commission communication on reinforcing the efficiency of the Internal Market (COM(93) 256) and a Commission working document "On a Strategic Programme for the Internal Market". Expressing great interest in the strategy set out by the Commission, the Council indicates that such a programme could usefully establish a number of priorities to guide the Community during the coming years. Three topics are selected for detailed comment: Administration of the Community Area; Development of the Single Market; Trans-European Networks. With regard to the latter, the Council considers that actions within this priority should focus on: - Strengthening of the links between the implementation of trans-European networks, the operation of the internal market, and the strategies of economic and industrial growth; - Implementation of methods to assure better interconnection and interoperability between the different networks, and within each individual network, particularly taking account of the needs of peripheral or isolated regions; - The creation, in order to obtain greater transparency and coherence and better use of the available funds, of mechanisms to provide a clear overview of the different actions undertaken in the fields of transport infrastructures, energy infrastructures, and telecommunication networks.
