Land-based public digital mobile cellular communications (GSM)
Council Resolution of 14 December 1990, concerning the implementation of the pan-European digital mobile cellular GSM system, notes with satisfaction progress made on the basis of Recommendation 87/371/EEC and Directive 87/372/EEC (both in OJ No L 196 of 17.7.87). However, Community action is required in certain critical areas, including: An interim scheme for mutual recognition of approved GSM terminals; mutual recognition of licences for terminal operation; use of higher frequency bands for personal communications networks; suitable tariff arrangements; measures concerning data protection. The Council encourages the development of a vigorous mobile communications market throughout the Community, using relevant instruments such as the STAR programme to extend the benefits to peripheral areas. The Commission intends to address the overall future development of mobile communications in a Green Paper to be published before the end of 1991.
