The European Commission's Enterprise DG has published a call for tenders for annual studies in the areas of European competitiveness. The call relates to a framework contract for the production of studies concerning the competitiveness of the European economies, to be used mainly for the preparation of the Commission's annual competitiveness report. The Commission may also decide to use the studies in the preparation of other publications under its responsibility or as free-standing papers. The approach to competitiveness that will be followed is based on the capacity of an economy to sustain a high and rising standard of living for the population as a whole, associated with high levels of productivity and rates of employment, as well as environmental sustainability. Typically, in each report, a first chapter would present a general assessment of the state of European competitiveness, a review of relevant indicators and recent underlying macroeconomic and structural developments. Following chapters deal with detailed topics such as the operation of product, labour and capital markets, physical and intangible investments, structural change, innovation and other topics related to the framework conditions that determine competitiveness for a dynamic and knowledge based economy. The emphasis of the studies should be on structural and micro-economic factors affecting competitiveness rather than on macro-economic ones. They may include case studies of sector-specific analyses of determinants of competitiveness.
