A Scientific, Technical and Economic Committee for Fisheries has been established by a Decision of the European Commission (93/619/EEC of 19.11.1993). The Decision replaces an earlier Decision establishing such a body and amends, in the interests of clarity, the powers and responsibilities of that Committee. It is considered that the implementation of the Community system for fisheries and aquaculture requires the assistance of highly qualified scientific personnel, particularly in the application of marine and fisheries biology, fishing technology, fishery economics or similar disciplines, or in connection with the requirements of research in the fields of fishing and aquaculture. The Committee, set up on a permanent basis within the Commission, may be consulted by the Commission on all problems connected with the provisions governing access to zones and resources of Community fisheries and regulating the pursuit of exploitation activities. The Committee shall draw up an annual report on the situation as regards fishery resources, on developments in fishing activities, with reference to biological, technical and economic factors, and on the economic implications of the fishery resources situation. An annual report shall also cover work and requirements in the field of coordination of scientific, technical and economic research for the fisheries and aquaculture sector. The present Decision replaces Commission Decision 79/572/EEC (published in Official Journal L 156 of 23.6.1979) on the Scientific and Technical Committee for Fisheries.
