On 20 December 1990 the Commission submitted a proposal for a Council Regulation (EEC) on specific action (NORSPA) to protect the environment in the coastal areas and coastal waters of the Irish Sea, North Sea, Baltic Sea and North East Atlantic Ocean (COM (90) 498). Estimated Community expenditure shall be ECU 10 million during the first two years. Community objectives shall be fourfold: To intensify efforts to protect and improve the environment and to implement Community environmental policy; to maintain and increase the effectiveness of Community measures in the area pursuant to other Community policies; to increase the cooperation of the littoral states via integrating actions and regional, national and international operations; to promote the development and use of clean, low emission technologies. Priority measures relate to: Nutrients (reduction of input); dangerous substances; industry; cooperation with non-Community seaboard states.
