A Council Decision of 6 December 1993 adopts the Council's Rules of Procedure (93/662/EEC) setting out the methods by which the Council shall be convened and the establishment of the agenda for each meeting, together with the rules on voting, actions which may be taken in urgency, and other matters, including definitions and procedures with regard to Regulations, Directives and Decisions. In addition, the Decision covers the activities of the Permanent Representatives Committee (Coreper) and the General Secretariat. The presence of six Council Members is required to enable the Council to vote. Its seat shall be in Brussels. During the months of April, June and October, the Council shall hold its meetings in Luxembourg.
