The Thessaloniki European Council has asked the Council's appropriate bodies to begin creating an intergovernmental agency in the field of defence capabilities. One of the agency's roles will be to carry out defence research. The agency will be under the authority of the Council and open to participation by all Member States. It will promote, together with the Commission's research framework programmes where appropriate, research aimed at leadership in strategic technologies for future defence and security capabilities. The agency will also develop defence capabilities in the field of crisis management, promote and enhance European armaments cooperation, strengthen the European defence industrial and technological base and create a competitive European defence equipment market. It is hoped that these actions will strengthen Europe's industrial potential in the defence sector.
