Commission proposals on trans-European energy networks
Two proposals concerning tans-European networks in the energy sector (electricity and gas) were adopted by the Commission at its meeting of 19 January 1994. The first proposal for a Council Decision sets out guidelines which establish the priorities for action up to the year 2000. In the case of electricity networks these include the connection of isolated networks, interconnections between Member States and interconnections with European non-EU countries and Mediterranean countries. Priorities for gas are the connection of hitherto isolated networks to the main trans-European networks plus the increase in liquid natural gas (LNG) pipeline delivery capacity and reception and storage capacities. In order to give effect to these priorities, "projects of common Community interest" are to be identified with the aim of completing and reinforcing the networks. The second proposed Council Decision addresses the technical, administrative, legal and financial obstacles to network development. In addition to increasing technical cooperation, work will be aimed at speeding up and simplifying authorization procedures for potential investors and contractors. The proposal also includes the possibility of EU financial support, reinforcing the Member States' efforts, in the form of aid for the financing of feasibility studies, loan guarantees, and interest-rate subsidies with the aim of encouraging projects of common interest.
