Two related Commission proposals set out a series of guidelines on trans-European energy networks and also lay down measures aimed at creating a more favourable context for the development of trans-European networks in the energy sector. In a communication accompanying the two proposals (the first for a Decision of the European Parliament and the Council, the second for a Council Decision), the Commission explains the European Union's objectives in the field of Trans-European Networks (TEN) for energy, identifies the priorities, and establishes the broad lines of action. These include the identification of projects of common interest and the creation of a more favourable technical, administrative, legal and financial context for the implementation of the networks. The proposed Decisions (COM(93) 685 of 19.1.1994) are to apply to: - Electrical lines of 220kv or more and submarine links used for interregional or international transmission, together with the systems for operating these facilities, and protection, monitoring and control systems; - Natural gas networks including high-pressure gas pipelines making it possible to supply regions of the EU, plus underground storage facilities, and the reception, storage and regazification facilities for liquefied natural gas (LNG).
